Narozen 1979 v Klatovech, magisterské studium absolvoval v Ateliéru fotografie Fakulty umění a designu Univerzity Jana Evangelisty Purkyně v Ústí nad Labem (2000–2008, vedoucím Pavel Baňka). V průběhu let absolvoval několik zahraničních stáží, například na State University New York, Albany (2004) nebo na University of Derby (2006–2007). Tomáš Hrůza je rovněž spoluzakladatelem platformy Fotograf 07, která provozuje Fotograf Gallery, Fotograf Magazine a Fotograf Festival.
